Bio
Young Yoon is an Associate Professor of Computer Engineering at Hongik University in South Korea and founder and CTO of Neouly Incorporated. His work spans distributed computing, cybersecurity operations, and AI transformation, currently focusing on privacy-preserving decentralized intelligence. He aims to help individuals regain self-sovereignty over their digital assets—data, know-how, computing resources, and algorithms—by sharing the value AI services generate. He serves on the ITU AI Commons Framework Working Group, shaping AI commons governance. Yoon earned his B.A. and M.S. in Computer Sciences from the University of Texas at Austin and his Ph.D. in Computer Engineering from the University of Toronto, and previously worked at Samsung Electronics, IBM, Platform Computing, TELUS, and Netcoretech. Through Neouly, he recently partnered with Singapore’s Shelley Labs and Serbia’s Datafund on Southeast Asian agrifood challenges, using cross-border data trusts and distributed machine learning.
