Bio

Kyoung Yang (Kay) Kim is an Advisor at Deutsche Gesellschaft für Internationale
Zusammenarbeit (GIZ), based in Bonn, Germany, where she leads European Union Global
Gateway initiatives on data governance, data-driven innovation and digital transformation
across sub-Saharan Africa. Her work focuses on supporting governments to develop policies
and the enabling environment that unlock the social and economic value of data in ways that
is human-centric and inclusive. Previously as a Senior Consultant at the World Bank she
contributed to infrastructure investment operations and policy dialogue on broadband
connectivity and digital development across low- and middle-income countries, while leading
flagship research on the socioeconomic impacts of artificial intelligence. She holds a Master
in Public Administration in International Development from Harvard Kennedy School.
